BRUSSELS: The European Commission, which normally negotiates trade deals on behalf of EU members, is ready to give European governments a much greater say on cultural issues in free-trade talks with the United States, an EU source said on Thursday.
EU trade chief Karel De Gucht will propose to EU trade ministers at a meeting in Luxembourg on Friday that they would be consulted before the Commission entered any negotiations with Washington regarding access to audio-visual services.
"The Commission and the Irish presidency will make the offer tomorrow," said the source close to the talks, referring to the six-month EU rotating presidency, currently held by Dublin.
France wants culture kept out of the negotiations, worried that its system of state support will not be shielded from Hollywood, but the Commission is seeking a compromise so talks can start in July.
